Risk in Indigenous partnerships is often framed as regulatory or political. In reality, governance risk is the dominant factor.

Projects struggle when: – Authority is unclear – Economic entities lack mandates – External partners bypass governance processes

Strong governance reduces risk for all parties. It clarifies accountability, enables consent, and supports long-term success.

Ignoring governance does not accelerate projects. It destabilizes them.
